背景
王黎明教授生、长于中国。1982年初大学毕业后分配至原中华人民共和国商业部工作,并于1986年任副处长。1988年赴英国谢菲尔德哈勒姆大学商学院研修工商管理硕士课程,1995年毕业于英国女王大学,获经济学博士学位。1996年至2005年期间,于英国女王大学农业与食品经济系任研究员、中国部主任及农业与食品经济系高级研究员。
